When XLOADCTL is set to 1 or 2, external reference files are loaded on demand, then opened and locked.
This locking characteristic prevents modifications from being saved within the drawing.

Solution:

Setting the XLOADCTL value to 0 enables the saving of modified external reference data.
Execute the XLOADCTL command, set the value to 0, and restart the software for the changes to take effect.
