Solution:

1. Create the pitch circles of the two gears separately.
   
2. Add a Tangent constraint between the two pitch circles.
   
3. Click the Mechanical Constraint command.
4. Click the Gear constraint and then select the two gears.
5. Click the Teeth command and enter the values.
6. Click OK to achieve it.
