Solution:

The following steps will take creating a frame title attribute block as an example to show how to create an attribute block.

1. Click the menu Draw → Block → Define Attributes (ATTDEF command), and open the Define Attribute dialog box.
2. Fill in the Attribute information, and Set the Attribute Flags, then click Define and Exit.
   
3. Specify the text insertion point in the drawing area.
4. Repeat steps 1, 2, and 3 to create the rest of the attribute text.
   
5. Select all attribute text and title block objects, use the BLOCK command to define the attribute texts and title block as one block, and the attribute block is created.
6. After the attribute block is successfully defined, double-click the block to open the Enhanced Attribute Editor dialog box, where you can view, edit, and modify attributes.
