Solution:

A stand-alone license, or a node of a network license, can only be activated and used on one device.

If you want to switch to another PC to use, for a stand-alone or borrowed license, you need to return it first. For a floating license, you need to close ZWCAD to release it, then another workstation can get the license from the licensing server.
