Issue:
How to display the XY axis by default in the sketch environment?
Solution:
Option one: Click the Utilities → Configuration → 2D, and tick the Display default XY axis command, then click OK. 
Option two: Click the Display default XY axis On/Off button in the DA Tool Bar.
