Issue: 

The viewport lock and scale adjustment functions on the status bar cannot lock a viewport in a layout, and adjusting the viewport scale has no effect.

Solution:

Cannot lock or adjust viewport scale because its layer is locked.

  1. Open CAD Layer Manager.

  2. Find the layer containing the viewport.

  3. Unlock the layer.
