Take the Shape → Hole command as an example:
Why can't other components be used as references when editing a part in-place?
Solution:
The default setting for the Pick Ext List bar is set to Part Only. This is why other components cannot be referenced directly when a part is being edited in-place.
Set to Part and Component on Pick Ext List bar.
With this setting applied, geometry from other components can be snapped to when the cursor is moved over the corresponding location.
