Solution:

Global scale factor:
Applies to all linetypes in the drawing.
The linetype scale property value for each linetype is automatically multiplied by the global scale factor before display.

Current object scale:
Affects the linetype scale of subsequently drawn objects.
This value can be checked in their properties, but it does not affect the linetype scale of existing graphics.

Use Paper Space Units for Scaling:
Controls the display of linetype scales within layout viewports. When checked, the linetypes inside the viewport are related to the viewport scale. When unchecked, the linetype scale inside the viewport remains consistent with the model space.
